Charleston sits at the edge of West Virginia's "Chemical Valley"

Charleston sits at the confluence of the Elk and Kanawha rivers, in a river valley ringed by Appalachian hills, at an elevation of about 597 feet. Just west of downtown, the Kanawha River corridor running through Institute, South Charleston, Belle, and Nitro has been a center of American chemical manufacturing since World War I, when Nitro was built as a munitions town — locals still call this reach of the valley "Chemical Valley." Union Carbide (now Dow) has operated a large plant in Institute for decades, and DuPont has run a facility in Belle since the early 1900s.

The valley has a hard history to go with the nickname. In August 1985, a gas leak at the Institute plant — the same site that made the chemical involved in the 1984 Bhopal disaster in India — sent dozens of residents to the hospital. In August 2008, an explosion at the Bayer CropScience plant in Institute killed two workers and injured eight, prompting a federal Chemical Safety Board investigation. None of this means Charleston's air is bad on an ordinary day; it means the valley's air quality has a track record of changing suddenly when something at one of these plants goes wrong.

A chemical release in Nitro this April showed how fast it can turn

On April 22, 2026, a chemical reaction during decommissioning work at Catalyst Refiners Inc. in Nitro — about nine miles from downtown Charleston — released hydrogen sulfide gas after two substances, a proprietary alkaline solution called M-2000A and nitric acid, were mixed. Two workers died and more than thirty people sought medical care at area hospitals, including WVU Medicine | Thomas Hospitals in South Charleston. Emergency officials ordered a one-mile shelter-in-place around the site while crews worked to clear the air.

The response exposed a real gap: M-2000A wasn't on the plant's Tier II hazardous-chemical inventory, apparently because the amount on site fell under the reporting threshold, so responders reportedly had to look the chemical up online after the fact to figure out what they were dealing with. By May 2026, the EPA was moving to loosen, not tighten, federal chemical-safety reporting rules in the incident's wake — the opposite direction Kanawha Valley residents and safety advocates had been asking for.

Kanawha County's official air monitors don't sit near the plants

West Virginia's Department of Environmental Protection released its 2026 draft air monitoring plan for public comment this summer, and it shows just two regulatory monitoring sites in all of Kanawha County: one at the South Charleston Public Library and one on Charleston's East End. Neither Institute, Belle, nor Nitro — the towns that actually host the valley's chemical plants — has a monitor of its own. When the Catalyst Refiners incident happened in Nitro, the nearest DEP monitor was roughly seven miles away, in South Charleston.

State coal-plant sulfur dioxide emissions were also up sharply in 2025, with five of the six tracked plants showing a combined 26.7 percent increase. Appalachian Voices' Coal Impacts Program has argued the DEP takes a "see no evil" approach to monitoring the areas most affected by industry. That gap is exactly why a denser, independent sensor network matters here — official monitors are thin on the ground in the towns that need them most.
