Chula Vista sits in San Diego County's South Bay, roughly midway between downtown San Diego and downtown Tijuana — about 7.5 miles from each. San Diego Bay is its western edge, the Sweetwater River its northern one, the Otay River its southern, and the Jamul and San Ysidro Mountains rise to the east. The city sits at 66 feet of elevation, gets about 9.2 inches of rain in an average year, and with 275,487 residents at the 2020 census it is the second-most populous city in the county. The Otay Mesa Port of Entry opened in 1983, built specifically to pull commercial truck traffic off the crowded San Ysidro crossing. It is now the third-busiest commercial port of entry on the US–Mexico border and the southern terminus of Interstate 5 for trucks, since trucks cannot use San Ysidro at all. In 2022 the California Air Resources Board named San Ysidro and Otay Mesa — the two communities directly south of Chula Vista — an AB 617 International Border Community, a designation reserved for places carrying an unusually heavy pollution burden. CARB's own description is blunt: the community "faces some of the worst DPM pollution in the state due to high volumes of truck traffic," DPM being diesel particulate matter. At the San Ysidro crossing alone, as many as 50,000 vehicles and 25,000 pedestrians pass through on a given day.

CARB adds that "emissions from sources in the Tijuana Metropolitan Area likely add to this community's air quality burden." Chula Vista is not inside that designated boundary — the boundary starts south of the Otay River, at Chula Vista's own southern edge — but a line on a map is not a wall. The air district's Otay Mesa station measures black carbon, a marker for diesel soot, alongside PM2.5 and PM10; the Chula Vista station measures ozone, nitrogen dioxide and PM2.5. Which of those two readings looks more like your street depends on the wind and on whether you live in the western half of the city near the bay or up in the eastern hills.

October 2007, when the fire came from the southeast

The Harris Fire started at 9:23 a.m. on 21 October 2007 at Harris Ranch Road in Potrero, in southeastern San Diego County near the Mexican border. Santa Ana winds pushed it northwest. It burned 90,440 acres, destroyed 548 structures, injured 21 civilians and 40 firefighters, burned across the line into northern Mexico, and killed eight civilians — the deadliest of the October 2007 fires. It threatened eastern Chula Vista before it was finally extinguished on 16 November, and Chula Vista was among the San Diego communities placed under evacuation orders that week.

The smoke was not just an east-county problem. A later study of respiratory hospitalizations covering the 22–26 October exposure period found that most of the western part of the county greatly exceeded the EPA's 24-hour fine-particle standard of 35 micrograms per cubic metre, and that the county logged 96 excess respiratory hospitalizations over those five days — about 30 percent of all respiratory admissions in that window. Four years earlier the Cedar Fire had started at 5:37 p.m. on 25 October 2003 and burned 273,246 acres, destroying 2,820 structures and killing 15 people. That one ran through Lakeside, Wildcat Canyon, Alpine, Harbison Canyon, Crest, Cuyamaca and the country around Julian, well north and east of Chula Vista, but it is the reason San Diego County treats a late-October Santa Ana forecast the way it does.

Ozone is mostly an inland problem, and Chula Vista is not inland

EPA's Green Book lists San Diego County as nonattainment for the 2015 eight-hour ozone standard, with a classification of Severe-15. Ozone is a summer-afternoon pollutant: sunlight cooks tailpipe and industrial emissions into it, so it peaks on hot still days and it peaks inland, where the sea breeze has carried those emissions and the air has had time to bake.
