The Washington Bridge closure rerouted more than traffic
RIDOT shut the westbound Washington Bridge on December 11, 2023, after inspectors found failing anchor rods holding up the span — a bridge that had carried roughly 90,000 vehicles a day between Providence and East Providence on I-195. With the westbound crossing gone, detour traffic got pushed onto East Providence's own streets, adding sustained stop-and-go volume to corridors that were never built to carry it.
By December 2024, the strain was serious enough that the city won a $549,770 federal SMART grant, announced by Senator Jack Reed's office, to modernize traffic signals along Taunton Avenue, Warren Avenue, Pawtucket Avenue, and Broadway. The stated goal wasn't just faster commutes — the grant application specifically called out the need to reduce air pollution driven by frequent stopping and idling near the I-195 entry ramps. Real-time adaptive signals are meant to keep traffic moving instead of idling in place, which is exactly the kind of exhaust exposure a stalled commute produces.
The waterfront used to be an oil tank farm — and part of it still is
Long before it was a place to live, the 37-acre Kettle Point peninsula on the Providence River was a working oil terminal: 25 petroleum storage tanks operated there from 1930 until 1985, loading and unloading tankers along the shore. When the terminal closed, the contaminated site sat vacant for more than 25 years — too polluted for vegetation to take hold — until Churchill & Banks bought the brownfield in 2015 and spent years on remediation and permitting before opening waterfront condos, apartments, and a medical office campus there in 2017 and 2018, with a public fishing pier now standing where the tanks used to be.
A short distance north, on the Providence River near Watchemoket Cove, a working liquid-fuel terminal never closed. It has ten product tanks with a combined capacity of nearly 960,000 barrels, storing gasoline, distillates, and ethanol for the region — ExxonMobil ran it for decades before selling it to Global Partners in 2024. It's a reminder that East Providence's waterfront air isn't purely residential: fuel is still being moved, stored, and handled a few blocks from Kettle Point's condos and playgrounds.
Summer ozone, and the week Quebec's wildfires reached New England
Providence County has a real ozone history: it was classified a Serious nonattainment area under the old one-hour ozone standard from 1992 to 2004, then Moderate under the 1997 eight-hour standard from 2004 until that standard, too, was revoked in 2014. Rhode Island rarely creates this pollution on its own — it sits at the tail end of the Boston-to-New-York ozone transport corridor, catching smog that formed upwind on hot, sunny, low-wind days and rode in on the summer flow.
Then, in late June 2023, a completely different pollutant arrived: smoke from wildfires burning in Quebec rode south on north and northwest winds and settled over Southern New England. Rhode Island's Department of Environmental Management issued unhealthy fine-particle alerts for several consecutive days, residents reported a wood-smoke smell and visible haze, and local papers called it the fourth straight day of an air-quality alert at one point that week. It was a rare event for a coastal New England city, but not an impossible one — which is exactly why a live sensor reading is more useful here than a seasonal assumption.
