The valley floor holds the worst of winter's trapped air
West Valley City sits at about 4,304 feet, close to the floor of the Salt Lake Valley, while the east-side benches climb from roughly 4,500 feet up past 6,500 feet. Utah's Division of Air Quality says the ring of mountains around the valley — the Wasatch to the east, the Oquirrhs to the city's own west, and Traverse Mountain to the south — forms a basin that traps cold air near the ground and shields it from the stronger winds aloft. A typical winter brings five or six multi-day inversion episodes, and the state averages about 18 days a year when PM2.5 climbs past the national health standard.
During those episodes, up to 70 percent of the fine-particle mass in the air is not soot from a tailpipe or a chimney but secondary ammonium nitrate, which forms after the fact from nitrogen oxides, ammonia, sulfur dioxide and other gases released by vehicles, wood burning and industry. Once an inversion sets up after a snowstorm it can hold for a week or more, and the lowest, flattest ground — which is where West Valley City sits — is where that trapped layer settles heaviest.
Why the west side of the valley became the industrial side
The reason has more to do with an 1893 mistake than anything happening today. When Salt Lake City officials looked for advice on where to put smoke-producing industry, they largely consulted East Coast experts used to rivers acting as thermal barriers that carry smoke away. Those experts assumed the Jordan River, which forms West Valley City's eastern boundary, would do the same, and recommended siting factories on its west side. Climate scientist Logan Mitchell has put it plainly: decisions made roughly 130 years ago are still shaping the valley's air today.
Modern industry followed that same map. Kennecott Utah Copper's mine, mill and smelter complex sits just west of West Valley City near Garfield and Magna, and a 2017 EPA report named the operation the leading source of toxic air releases in the state, including about 6,250 pounds of lead a year from the smelter alone. Utah's Division of Air Quality has estimated Kennecott's combined operations account for roughly 3.5 percent of the Salt Lake Valley's total air pollution, and dust from the operation's tailings ponds has been reported blowing onto nearby Interstate 80.
What that history still looks like from the ground here
Gary Sapp, a 1973 graduate of West Valley City's Granger High School, told a 2024 Salt Lake Tribune/KUER investigation that winter air in the city used to get so thick 'you couldn't see five feet in front of you,' and that summer haze felt 'like you're walking through a ball of cotton.' The same investigation found West Valley City's population is 56 percent non-white and 39 percent Hispanic, well above the state's overall 75 percent white share, and that west-side residents live closer to air-polluting industry than east-side neighborhoods with older tree canopy and more parks.
The nearest long-running fixed monitor, at Rose Park just across the Jordan River, has actually improved — its annual PM2.5 average fell from nearly 60 micrograms per cubic meter in 2002 to about 35 in 2022 — but reporters still described it as capturing some of the worst wintertime fine-particulate readings in the state's entire monitoring network. A University of Utah study of more than 1,300 women also linked short-term spikes in air pollution to a 16 percent higher risk of miscarriage, one more reason west-side residents have pushed for street-level readings instead of a single valley-wide number.
